OBJECTIVES & PRIORITIES

MASTER PLANNING IMAGES

Mission: The Master Planning Program Element is charged with identifying and implementing (in cooperation with the Project Delivery Services Division) the immediate and long-term goals of the Stormwater Program, specifically related to Capital Improvement Projects, maintenance projects, and other needs for the Stormwater Program.  Program functions include overseeing and/or coordinating master planning activities, UDFCD planning projects (specialty design reports are completed by Engineering Services), long-range infrastructure planning, master planning inventory & updates, identification of projects related to growth and water quality, identifying CIP projects for project funding evaluations, annexations, and IGAs. These planning functions provide the basis for developing immediate and long-term plans for stormwater infrastructure.

MASTER PLANNING PATH FORWARD:

• Complete the audit of UDFCD master drainage reports (OSPs and MDPs) and create project cut sheets for all potential CIP projects shown in the existing master plans (including prioritization criteria).

 

• Complete an audit of development-related master drainage plans and other growth-related projects that identify CIP projects. Prepare project cut sheets and execute prioritization model.

 

• Create a GIS dataset that includes all properties that need to be acquired in order to implement all projects included in the CIP Prioritization Model. Tie estimated acquisition cost and timing to the specific project in question so that the CIP prioritization incorporates land acquisition in terms of both cost and timing.

 

• Incorporate UDFCD five-year plan into system.

 

• Provide training program associated with asset management and master planning.

 

• Consider risk-based planning.

 

• Establish a level of service relative to risk and cost.

 

• Add all projects (including stormwater and UFDCD master plan projects) to the Aurora Stormwater Master Plan and CIP prioritization process. Create project cut sheets as necessary.

 

• Evaluate how many projects outside of UDFCD master plans have been evaluated from a hydrology/hydraulics standpoint. If necessary, determine which projects/plans need further hydrologic or hydraulic analysis.

 

• Integrate developer-related projects into the master plan and project cut sheets.

 

• Funding sources should be documented and described for each project. Training may be required. Outline funding needs, mechanisms, and protocol for future projects.

 

• Develop an overall database or a GIS-based data set for properties, assets, and facilities that are slated for acquisition or that are needed in order to prevent flood and repetitive-loss sites. Utilize this type of information to assess long term funding needs.

 

• Manage master planning elements according to established prioritization criteria.

 

• Ensure that all master plans are compliant with MS4 permit requirements.

 

• Complete major basin studies and updates, even when UDFCD funding is not available (note that UDFCD may be able to assist with project management).

 

• Review current master plans to evaluate need to revise/update/redo because of age and/or current relevance.
